Care and rehabilitation fund- Sana'a- Yemen

In a landmark step to enhance the rights of persons with disabilities, and under the guidance and support of the Minister of Social Affairs and Labor, Samir Bajaa’lah, the Minister of Civil Service and Administrative Development, Dr. Khalid Hussein Al-Hawali, signed today an agreement with representatives from the ministry and the Monitoring and Follow-Up Team. The signing took place at the ministry's headquarters, in the presence of the Deputy Executive Director of the Disability Fund, Mr. Othman Mohammed Al-Salwi, who also serves as the Chairman of the Monitoring and Follow-Up Committee.

Key Provisions of the Agreement:

Increase Employment Opportunities: The agreement includes revising the ministry’s plan to raise the employment quota for persons with disabilities by 10%, based on a study of their current conditions. This proposal will be submitted to the Cabinet.

Implementation Mechanisms: The agreement outlines a framework to ensure the implementation of the national strategy’s executive matrix and calls for issuing directives to government entities to accommodate persons with disabilities in line with their qualifications and expertise.

Specialized Department: A dedicated department or unit will be established within the ministry to handle disability-related matters, ensuring comprehensive and effective service delivery.

Legislative Review: The agreement emphasizes revising civil service laws and decisions to align with the national strategy for persons with disabilities and the International Convention on the Rights of Persons with Disabilities, to which Yemen is a signatory.

Mr. Othman Al-Salwi hailed the agreement as a significant achievement, highlighting the government’s ongoing efforts to improve the conditions of persons with disabilities and provide them with suitable employment opportunities. He also commended the pivotal role of the Disability Fund’s Executive Director, Dr. Ali Nasser Maghli, in advancing these initiatives and supporting the realization of their objectives.
