In a significant step towards enhancing the effectiveness of support and care services for people with disabilities, the Disability Care and Rehabilitation Fund in Yemen has launched a new automated system aimed at improving data management and the services provided. This development is part of the Yemeni government's efforts to enhance transparency and efficiency in delivering support to individuals with disabilities.

The automated system aims to improve the management of information related to people with disabilities through a centralized database. It allows for the accurate and comprehensive recording of personal data, types of disabilities, and the services they receive. This initiative facilitates access to assistance and helps avoid duplication or fraud, thus enhancing the effective and fair distribution of resources. Moreover, the system improves transparency by providing accurate and reliable information about the distribution of assistance and services, and enhances operational efficiency by expediting the processes of application and assistance, saving time and effort for both beneficiaries and staff. The system also provides an effective mechanism for communication with beneficiaries regarding the services provided and updates related to support, which enhances the effectiveness of assistance and helps build a more transparent relationship between the Fund and its beneficiaries.

The system is capable of generating reports and analyses regarding resource usage and the impact of the services provided. These reports assist in making informed decisions and improving future strategies. Additionally, the system integrates with other government systems to enhance coordination and data exchange, contributing to the provision of integrated and effective services. The system is expected to improve the lives of people with disabilities by offering more effective services and support, and enhances transparency and accountability in managing assistance and services, positively impacting the community as a whole.

The automated system at the Disability Care and Rehabilitation Fund represents an important step towards enhancing the effectiveness of support and care for people with disabilities in Yemen. By improving data management and service delivery, the system enhances transparency and efficiency, reflecting the government's commitment to achieving comprehensive and equitable development for all members of society. It is noteworthy that the electronic system being implemented in the Fund is an integrated ERP (Enterprise Resource Planning) system designed to meet all organizational and institutional needs of the Fund.

The ERP System Provides Optimal Technological Solutions to Improve the Fund's Performance:

Engineer Mohammed Al-Shami, the Executive Director of Yemen Dot Net, the information technology company that designed the system, explains that the ERP system is a vital tool that helps coordinate daily operations and provide comprehensive data and information, facilitating strategic decision-making. This system aims to manage operations and enhance efficiency. With this system, we can now better monitor the needs of people with disabilities, manage resources more efficiently, and ensure the provision of high-quality services. The goal of this system is to improve efficiency, productivity, and accurate decision-making by providing a complete set of unified data.

Al-Shami adds that the ERP system has many advantages, the most important of which is providing a comprehensive database that facilitates access to information and contributes to improved decision-making, in addition to connecting various departments, branches, and divisions, which increases coordination and information sharing among them. He emphasizes that the electronic system is the optimal solution for the Fund to be able to provide services to people with disabilities, as most of the Fund's various operations from start to finish relied on manual work, making the process cumbersome and time-consuming, leading to transaction loss and lack of transparency in service delivery. The electronic system will resolve all the issues associated with manual work, positively reflecting on all the services provided by the Fund to individuals with disabilities.

The Automated System is in Its Final Stage and Preparations for Launching the Electronic Portal:

Currently, the development process, including feedback and adjustments to the system, is ongoing daily by the specialists in the Management of Systems and Information Technology Department, which is responsible for this initiative. Osama Zaid Al-Mansour, Director of Systems and Information Technology at the Disability Care and Rehabilitation Fund, discusses the importance of the system, which has worked to organize, arrange, and facilitate procedures, ensure accurate monitoring and review, and show the leadership's interest in this aspect, which is part of projects aimed at combating corruption and reducing errors.

Al-Mansour states, "There was significant suffering before the existence of the system, including the loss of transactions and disorder in the workflow. The system came to resolve those issues by standardizing data and properly distributing authorities among employees, which are among the key points introduced by the system."

Regarding the phases of system development and components, Al-Mansour explains that three out of four phases have been completed: the first involved data collection and analysis, the second focused on designing and operating the system, and the third included the financial and accounting system and transaction tracking. The final and fourth phase, which focuses on projects and the electronic portal, is nearing completion. The electronic portal will serve as a link between the Fund and external entities, facilitating communication and data exchange, including receiving requests from individuals with disabilities. Subsequently, the system will be integrated with the branches.

In conclusion, the new automated system at the Disability Care and Rehabilitation Fund represents a qualitative leap towards improving the quality of services provided to people with disabilities in Yemen. By enhancing transparency, efficiency, and data organization, the system contributes to facilitating and developing assistance delivery. With the electronic portal set to launch soon, the system is expected to have a tangible positive impact on improving the lives of beneficiaries. This progress reflects the commitment of the government and partners to provide comprehensive and effective support, furthering the achievement of equitable and sustainable development within the community.

We look forward to seeing tangible results from this system in enhancing the care and services provided, and we hope that this development will be a fundamental step towards achieving comprehensive development goals and improving the lives of individuals with disabilities.
