Article No. 4 of Law No. 2 of 2002 stipulated the establishment of handicap Care and Rehabilitation fund specified the resources as follows:

Article (4) handicap care and rehabilitation fund financial resources consist of the following sources:
A- The annual allocations approved by the government to the Fund in the state’s general budget.
B- Gifts, donations and assistance provided by national, Arab and foreign bodies and individuals.
C- One hundred and fifty riyals for each customs declaration.
D- Two hundred and fifty riyals for each foreign air travel ticket.
E- Ten riyals for each pack of cigarettes manufactured locally or imported.
F- Five riyals for each bag of cement manufactured locally and ten riyals for each bag that is imported.
G- One-half of one percent (0.5%) of the total amounts collected from the value of landline and mobile phone consumption by all subscribers (in the billing and prepaid system) from the mobile phone service nationwide.
H- Five hundred riyals for issuing any new vehicle number or transferring ownership.
I- Two hundred riyals for each renewal of a vehicle operating license.
J- Two hundred and fifty riyals upon issuance of any new or renewed driving license.
K- Returns on investing the Fund’s money.
L- Proceeds from various events and activities carried out by the Fund.
M- What endowments, bequests, and funds are allocated for the care and rehabilitation of persons with disabilities.
